The survey charts the extent of unrecorded alcohol consumption and production in Finland. Firstly, respondents were asked how often they drink alcohol and have they used pure alcohol or home-made alcohol, for example, moonshine or home-brewed beer, in the past 12 months. Those who had produced alcohol themselves were asked to state the amount in liters.

Respondents were asked whether they know somebody who has smuggled, sold or produced spirits, pure alcohol or moonshine in the past 12 months. They were also asked whether they have been offered to buy before-mentioned alcoholic beverages and whether they themselves have produced them in the past 12 months.

Background variables included respondent's gender, age, basic and vocational education, occupational group, employment status, annual gross income of the household, number of household members, household composition, region and municipality of residence, occupational group of household head, primary and secondary choice of political party if parliamentary elections were held now, and party of choice in the 1996 municipal elections.
