Flash Eurobarometers are small scale surveys, which supplement larger standard Eurobarometers. Flash survey series was launched at the end of the 1980s on the initiative of the European Commission. The surveys are carried out by the Public Opinion Analysis Sector, on current themes at the request of the Commission or other EU institutions.

Data are usually collected with telephone interviews. The sample usually represents citizens aged 15 or over in all EU countries. The normal sample size is 500 respondents for every country. In Germany, there are usually separate samples for former East and West Germany. TNS Opinion (EOS Gallup Europe) and its national member organisations (in Finland Gallup Finland (TNS Gallup Ltd)) are responsible for data collection. TNS Opinion produces a co-ordinated and integrated dataset from national datasets. Flash Barometer data are free for secondary analysis about a year after the data collection.

Survey topics have included entrepreneurship, EU enlargement, agricultural policy, EU citizen rights, consumer issues, European Parliament elections, information society, and the Internet. The surveys in which Finland has participated are added first to the FSD's data catalogue. However, the FSD provides other Flash Eurobarometers as well.
