Defining Indicators of Democratic Development

The Civil Participation Policy Programme of the Finnish Government, co-ordinated by the Ministry of Justice, aims to reinforce the functioning of representative democracy and encourage civil participation. The programme has generated several new projects, one of which endeavours to define appropriate national indicators for evaluating democratic development in Finland.

FSD will be responsible for this project, which will be carried out in co-operation with an expert group consisting of political and social scientists. In addition to developing democracy indicators, proposals for a systematic and longitudinal collection of survey data will be made. The project will also focus on developing current registers that are relevant to the issue.

The project will put emphasis on co-operation between scientists, data organisations and policy-makers. First deliverables will be available by the end of 2005.
